I installed an update that included both the driver and the Intel ProSet Wireless utility and my problem resolved itself. I suspect that windows may use some API delivered in Proset as part of their interface to the wireless function.

Apparently the utility that updated my drivers did not also update ProSet. Was not compatible with the version of the driver I was using. I was trying yet another thing last night and came across a message in a log that my version of Intel ProSet Wireless I had run thru all the prescribed fixes with no joy. I may have found another mechanism that has these same symptoms.
